The problem I encountered is that the Windows 10 edition of Minecraft was not able to connect to the Internet for some reason. The solution for me, was to download and use the Windows 7/8 launcher instead of the Windows 10 launcher. For whatever reason, that version of the launcher was able to connect to the Internet, and therefore to verify and associate my previously purchased account.

It can't verify if you're the owner of an account, because it isn't connected to the Internet. If that's the case, download the Windows 7/8 version of the launcher and try that. It worked for me.
