Why is Ark Survival Evolved updated on console (Xbox) but not simultaneously on PC Xbox?...

Ark Survival Evolved is a full game, and Ark Extinction is an add-on. Your title and description are contrary to each other and so I'm confused.

If you purchased Ark Survival Evolved then you should be just able to play it. However, if you purchased Ark Extinction then you must also purchase Ark
Survival Evolved.

I believe that Ark Survival Evolved is not a cross platform game. I understand you and your friend are using Windows 10 but there is no cross play with Ark Survival Evolved between Xbox GamePass Beta and Steam.

With regards to a game update, it is actually the game developer who has details for this as they are the ones who are releasing updates. Even an Xbox support don't have details for this unless the game developer themselves open it to public for us to view.

The game developer might release update sooner on other platform such as Xbox, PlayStation, Windows PC, Steam, Windows Game Pass, etc. and it might be later for other platform. It really depends on their process as to when they will release the update for other platforms.

What I suggest on this case is to try inquiring with the Ark Survival support via their page https://support.survivetheark.com/hc/en-us to know if there is an estimated date already for the game update. There are instances where other users on a specific platform might get their updates earlier compare to others as it is commonly being rolled out by batches so all we can do is to wait.

Based on the previous update with Ark, others received update days late it really depends on the developer as to when they release it per platform.
