Why I cannot join any Minecraft multiplayer game on Xbox Series X?

Everytime I run the game it is always the same "You cannot play online multiplayer because of how your Microsfot Account is set up. Please ensure your online safety settings allow Multiplayer. See instructions for changing these settings at aka.ms/MCMultiplayerHelp". I've set all the settings to allow it, but it still doesn't work. I tried to change it many times but it is still the same. I have watched countless tutorials on this and read about it on many sites but nothing helped. I also tried to add my account to family and then remove it from the family or remove my account from the Xbox Series X and then add it back, but again nothing worked. I deleted minecraft and then downloaded it back again, it didn't work either. I have looked into network settings of Xbox, my NAT is open and all the other things are normal, how they should. I think its some kind of bug/error because I dont know what else could it be. Are there any other ways to fix it?

(I would like to add that I want to play LAN multiplayer with my brother who is on PC on the same network)

We are going to ask few questions for us to further isolate the issue. Please provide information to the questions below.

Were you able to play other multiplayer games in your Xbox console?
Is your account manage by the organizer under Xbox Family group?

You may check and change the settings under Privacy and online Safety.

Go to https://account.xbox.com/settings
Sign in your account if not sign in
In the navigation tabs, click Xbox Series X|S, Xbox One, and Windows 10 devices Online Safety
Select Allow for You can create and join clubs, and You can join multiplayer games.
Then click submit for the changes to take effect.

If account is managed by the organizer or parent under Xbox Family Group, the parent or organizer must follow these steps:

Log in to https://account.xbox.com/settings with the parent’s Microsoft account.
Click the child account's profile.
In the navigation tabs, click Xbox Series X|S, Xbox One, and Windows 10 devices Online Safety
Select Allow for You can create and join clubs, and You can join multiplayer games.

However, we’d like to know more about it in details so that we can provide a more accurate resolution for you. To start, please provide us information/answer on the following questions:

What troubleshooting steps have you done?
Was this working before?
Recent activity or changes made before the issue appeared?

So far, from the details you provided, you can try the following steps and let us know the result. You can just skip those you have done already.

Make sure privacy is set properly.

Press the Xbox button  on your controller to open the guide, and then go to Profile & system > Settings > Account.
Select Privacy & online safety > Xbox privacy > View details and customize > Communication & multiplayer.

Note For a family member, from Account, select Family settings > Manage family members. Choose a family member, and then follow step 2 above.
Choose settings for the following options:
- You can join multiplayer games. This allows you to play multiplayer games. Note that it doesn’t enable communication. Choose Allow or Block.

Sorry, but you cannot stream games from a PC to a console. Any idea why you thought this was possible?

Microsoft Flight Simulator is due to be releases for the Xbox Series X later this year.
