Why don’t I own GTA V anymore?

If I understood well you own both GTA V for Xbox one and enhanced but the Xbox one version is the one that you're not able to find.

Let's try to solve/isolate that issue first. Please go to your Microsoft account order history and try searching for the Xbox One version:

About your second questions, you need to migrate first your GTA Online profile from the Xbox one version to the enhanced version due to both versions are not compatible with each other:

"Starting today, players can begin transferring their Story Mode progress by uploading a save to the Rockstar Games Social Club. To begin this process, enter GTAV on your current console account and go to the Game tab of the Pause Menu. From there, select the Upload Save Game option. Please note, you can only store one game save per platform at a time and saves will remain available to download for 90 days.

Players with a Rockstar Games Social Club account will also be able to migrate their GTA Online character progress to PS5 or Xbox Series X|S on March 15 upon loading up the game on either of these new consoles. I don’t own a PC, most people don’t anymore.

I tried to go on the store and it says I do not own it. I also tried to look at my order history for gta v and it is not there at all. The closest thing to GTA V is a purchase for a Bull Shark Card for GTA which obviously shows I owned it at the time.

There was never any type of cross-buy deal for GTA V (this is up to publishers to offer), so I don't think your account ever owned the game, hence why this occurs. What sounds plausible is that another account had your console set as its Home Xbox, and *this
account* owned GTA V but that account has since changed its Home Xbox designation, which renders GTA V unplayable on your console unplayable unless you purchase it (or an account that owns the game is signed in when you play).

Yea fixes I’ve seen dance around real issue so luckily didn’t try any of them. Looks like they released the fix is in today and mines working for now. Hope lessons have been learned.
