why does something pop up on forza 6 apex for pc

What Forza game are you trying to play? There are three Forza Games on PC. Forza 6 APEX, Forza Horizon 3 and Forza 7.

The GTX 750 is a DirectX 12 graphics card, so I'm not sure why you are getting that error. It is albeit a rather low end Direct X12 card. What are the rest of your computer specs please?

The Forza series on PC are demanding games, requiring some serious hardware to get the best performance. If you're only getting 15FPS then your game settings and resolution are too high.
