Why does my xbox one just keep spinning and not allow me to do anything

So the first thing we need to do is check and see if you can bring up the Xbox Startup Troubleshooter. Try doing this for me:

Power off your console, and then unplug the power cord to ensure that the console is completely powered off. Wait 30 seconds, and then plug the power cord back in. Press and hold the SYNC button (located on the left side of the console) and the EJECT button (located on the front of the console), and then press the Xbox button on the console. Continue holding the SYNC and EJECT buttons for 10-15 seconds. Listen for two “power-up” tones a couple of seconds apart. You can release the SYNC and EJECT buttons after the second power-up tone.

When the console powers up, you will see the Xbox Startup Troubleshooter. Please select reset then keep games and apps. No worries, no games will be removed, just sign back in using the right account.

I know that, I have tried using both of my accounts on my new console and it does not allow me to play with the other DLC. But it does on my Xbox One do you know why?

since yesterday,same problem on my xbox.......try on xbox one,try on xbox series s,series x....Every time i try to make my Xbox my home it just keeps on spinning very slow for about 30 seconds but will not let me tick to have it as my home Xbox....Spinning circle doesn’t do anything..no way that i can set as my home xbox..i try with old acc,create new acc,same,there is no option to set account as my home xbox....again drm,or some other problems..just like before few days...microsoft can we finish with this ilusion in last 7 days......?

I've been trying to get the tracking number and none of them can give me one. None of them can seem to email me anything I need. No one has been able to help me because I keep getting told it's fixed when it isn't and I had to play phone tag yesterday as
an xbox support member had me wait a whole hour just to tell me to contact microsoft sales who said they can't do anything because it's nothing related to microsoft who then directed me back to xbox support and told me that it's already using my state when
it's not on the website they keep telling me to use. Why does customer support for anything require the customer to do more than they should have to?
