Why does my Xbox cloud gaming say "This title is not supported with Xbox Cloud Gaming" on...

my guess would be that these games don't support cloud saves. Xbox 360 does not automatically save the cloud unless the game supports it

Thank you for posting on the Xbox forums.

Outer Worlds for Windows does not support cloud saves like the Xbox One version does.
There isn't much official support information online regarding cloud saves specifically for games downloaded through the Microsoft Store on Windows 10, although it does seem that not all games downloaded through the Microsoft Store on Windows 10 supports
cloud saves across multiple devices. Cross-save is explained to work for
Xbox Play Anywhere titles in regards to games available on Xbox One and Windows 10 and this could also be the case if you are trying to access saves on
a different Windows 10 device. My assumption is that basically if a game is not listed as an Xbox Play Anywhere title, then it does not support cross-save across different devices whether it be an Xbox One console or another Windows 10 PC. You would have to
manaully back up the saves to an external drive and transfer the saves over to the other PC.

fallout was not a play anywhere title therefore no cloud saves, you will find the majority of saves from xbox will not cross over as a lot of the games on pc don't use any xbox live services at all. it is mainly games that are play anywhere titles that support cloud saves or games that use xbox live like halo, but the list is small.

Not all Game Pass titles are available on Xbox Cloud Gaming, this can be due to many reasons. For instance, some titles simply do not work well with cloud gaming and may require additional optimisation work from the developer. There could be licensing issues preventing the game from being added to Cloud Gaming.

I believe for Quantum Break it would be down to Remedy Entertainment to add support.
