Why does my game stop downloading at 69%?

So basically,I am trying to download GTA V,but it says "Instalation stopped".It stops at 69% and my disc is a bit scratched but that's not the reason I believe since it downloads to 69%.I tried cleaning local saved games,clean the disc and more but nothing worked,what should I do?

Since you have tried all the troubleshooting steps, try to play GTA V disc on a different console for us to isolate the issue.

If it doesn't work, you may need to consider replacing your disc.

really i wanted to mainly know what game was i cheating on also why is it showing my halo reach stuff as 69/69? it was reset right so why didnt that?

Check your network hardware connection. It may need power cycle to reconnect to your ISP.

Is this for a disc game or for a digital game? This will determine the steps we have to perform.

Also, do you have an external hard drive plugged into your console? A corrupted hard drive may cause issues.

That was a feeble attempt at humor on my part with the "69"% and the "coincidence" comment afterward. It had that whole innuendo thing going. lol
