Why does it say installation stopped when I try to download cod hq?

I did the reset keeping my games and I can use my Hotspot but I will try that in the morning because I'm already so tired

Should using a different network not work, please consider performing a complete factory reset. As a fellow gamer, I understand this may be a lot to ask considering you'd need to reinstall your games, but It's worked for other games I've helped before.

* If you have an external storage unit you'd like to move some games to before doing the reset, you can do so at Settings > System > Storage devices > Select your internal storage > Move or copy.

To do the reset:

- Go to Settings > System > Console info > Reset Xbox > Remove everything
- Just keep in mind you will need an internet connection and your account details (for each account) to sign in again.

* Note: Resetting your console to its factory defaults erases all accounts, saved games, settings, and home Xbox associations. Anything not synchronized with Xbox Live will be lost. If your console has been constantly connected to the internet and the Xbox Network, your saved data should be backed up on the cloud.

- Once the reset is complete, try installing COD before any other game.

I'm using the base xbox one model, I have no external storage units plugged into my console and I've hard reset my Xbox, factory reset it, unplugged my router then plug it back in, go offline delete it reset then install it, and finally I deleted my local saved games. Yet nothing has been fixed
