Why do i meed a billing address

It should require that you have a valid billing address and credit card or PayPal on file for Xbox One and Xbox 360 content to verify where your account is located, as not all games are available in all regions (including games with gold).

Getting anything from the Xbox Store requires you to have a billing account, which includes a billing address and a valid payment option, in case Microsoft needs to contact you about the transaction and that your transaction can complete without error. You
can find this information in section 8 of
Microsoft's Terms of Sale.

Claiming anything from the Xbox Store that is a Free Games with Gold is still considered a transaction as your billing account is charge $0 so the terms of sale still applies to free games too. You will need to update your Address Book from account.microsoft.com
under the "Payments & Billing" tab.

All I need is for some one to explain the logic of region locking the billing address of a new account made in Australia to America? Why can I not find any simple way of changing my billing address and why is the billing address region locked and unchangable.
