    Normally, the reason why there is high packet loss is because of network congestion. Network congestion occurs when the network is not able to handle all of the traffic.

    You need an update. Restart your Xbox, not turn off and back on, actual restart. Long press the Xbox button like you would to turn it off, then scroll to the right and select restart.
