Why cant I use my Microsoft Store balance?

If you brought the ultimate, i'd just keep an eye out for the email address tied to your xbox account. I know that my account that's tied to xbox is not the one I use everyday, so I may miss a notification here and there. If this is not your case than I
check your inbox to make sure it's not a smart inbox that placed your email into a special folder like promotions or maybe marked it as junk. Just a thought.

Hope it helps in any fashion, I found mine in a mailbox I had rules for named "X box" (rules help organize your mail too )

There is no workaround. the $46 dollars was purchased for a different region, so your account has to be the same as the region the $'s were bought in. Having a UK account means you need to use £'s instead.

This is due to the Microsoft balance (Microsoft store and Xbox one) and Xbox balance (which was used for 360 store) are 2 different systems in place that is why you cannot use Microsoft account balance to purchase the game. But if you had a gift card and
redeemed it on the Xbox 360 console you would be allowed to use it on the 360 store.
