Why can't I pay a game that I purchased?

Have you checked your order history at account.microsoft.com to see if it was refunded or the purchase was completed?

Sorry to hear that you're experiencing this difficulty playing Destiny 2.

The last few days we were experiencing outages with our core systems and with customers being unable to load their purchased content. This however has been resolved as of late and everything should come up with your profile after power cycling your console
as outlined in
How to restart or power cycle your Xbox One console.

Outages like the one I mentioned earlier can be viewed on our
Xbox Live Status page, for future reference.

I would also check your purchase history to make sure its indeed linked to your account and not another.

Try removing you profile from the console and then reload it. Be sure you are logged into the same account you used to purchase the game.

*sigh* Yup...this brought me to the right place where I can buy it. I shouldn't have done the exact instructions it told me to do, I guess I should've figured Xbox wasn't going to make anything obvious, they never do.
