Why can't I make a purchase

First, kindly sign in to https://account.microsoft.com/billing/orders and validate if the transaction is stated as "completed". Once confirmed, for cases like this what we initially need to do is to quit the game and perform power cycle in that way once you launch the game your in-game data will just re-sync.

Kindly quit the game and follow the steps below before you re-launch the game.

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

Also, in regards to the streaming service issue there has been a service alert earlier hindering players to use cloud gaming services, apps, and games.

Sorry to hear about that. In my experience, it may mean that your bank is blocking the transaction. I recommend reaching out to your bank to ensure they allow international transactions, as they may be blocking the purchase for security reasons.

You may also try removing and re-adding your payment method by signing in at account.microsoft.com/payments

Additionally, you can try purchasing the item on the website using a different device

Yes you will be able to use the card again once 24 hours pass, you have tried many times to use it or you have a suscription active that have been trying to charge on this account or a different account and has been rejected
