WHY CANT I DOWNLOAD . PAID FOR UPDATES IN MSFS .? NO RESPONSE AT XBOX NO PHONE...

Well, Xbox isn't responsible for fixing the issue given it's on Windows and they don't develop the game. MSFS has it's own support hub:

Hello Gordon, I'm sorry for what's going on, this would be on the console or on the PC, it happens only with MSFS or also with other games that you try to install on your device, some error message appears or it just restarts the download, if you have done any procedures which you tried exactly, if you can give more details.

I paid for FIFA 15 & COD Advanced Warfare on xbox 360 off the market place and i was able to download them for free on xbox one but i also paid for Trials Fusion and i cant download it without paying for it again, why??????

I can also confirm this worked for me on PC. I downloaded the XBOX app via the store.

Then, in store, clicked the three dots.

Then "downloads and updates" and sure enough there was an update for MSFS 2020 1.19.9.0. This was 507.0MB.

I then started MSFS 2020 which went to its own install manager and showed me the "Standard Content" mandatory update which was 108.12MB. The total download, however, was 3.19GB.

I then downloaded all available updates in content manager.

Once all this was complete I quit to desktop and restarted MSFS 2020 without issue.

I think it's VERY strange to need to install the XBOX app for any updates to show in the PC's Microsoft store!!

any update on the bf4 china rising dlc and why I cant play a dlc that I paid for??? XBOX sure is quick to take the $$ out of my account but we cant get with EA on a fix for this??
