Why can't I download games from my Xbox to my PC?

For example, I own the game Sea of Thieves on my Xbox 1, which has the xbox play anywhere title, but when I try to download the game through the Xbox app it still makes me pay, the website, makes me pay, the Microsoft store, makes me pay, how do I fix this? I do not have Xbox Gamepass Ultimate (is that needed??).

If you own the game on disc, the system has no way to know you own it. Only digital copies have PlayAnywhere rights

don't select the game from your pc, and have it download when you put your xbox on. just use your xbox , when I use my pc I can't download without a CC, with just my xbox I have no problem,

My friend (that plays on X-Box) gifted me dying light, and I tried redeeming it on my PC, but the game somehow got redeemed on my X-Box and now I can't download it on my PC without buying it again. What do I do?

Dying Light is only available on the Xbox from Microsoft Store which is why it got redeemed on your Xbox. If you want the PC version, you'd need to buy it from Steam, GOG or direct from techland (the Developer):

Is not possible to have a code with the CD to download the game on PC?

It's a crossplay game and xbox player who buy CD can't play on PC with the same price. It's unfair... People who play on PC can play on Xbox.

Can you fix it ?

So i must sell my game to rebuy it ? i will loose money....
