Why cant i buy my items from my phone ive got the money on my phone but every time i try...

Ive already phoned and had my xbox live acount canncled and my money refunded. I don't understand why im banend. I buy all my games and the original owner of my xbox. Have never once put a mod on it or done anything that would violate there terms.
