Why can you only set a home Xbox 3 times a year?

I'm just curious because it doesn't make much sense to me. I know it's used for game sharing but if someone changes a home xbox to another xbox then the games where the xbox was originally become unusable unless played on the owners account, which for other
people become wasted space. So if it has unlimited uses there wouldn't really be a problem, especially if the owner changed his password to his account, making it impossible for others to rest it again. I'm just confused on why there's a limit if it becomes
useless for the other accounts on that console?

No. You can only have one home console set at a time. And you can only change home consoles 3 times per year

Xbox Home

So my little sister got an Xbox one and I tried to set home Xbox on her Xbox so she could play my games but it says you can only set home Xbox up to 3 times a year and I've only done it once

The Home console feature exists for family members to share games and gold memberships. It's also useful for people treveling or people with multiple consoles. It's not to be used for gamesharing with friends. That is why there is a limit.

"If you have more than one Xbox One console, or if you sign in on multiple consoles, we recommend you designate the most frequently used console as your home Xbox."

You can only change your Home setting 3 times a year. If you've already used them 3 times, you can try contacting support to see if they can reset your limit, but it is not guaranteed. 1-800-4my-xbox if you're in the US/Canada or http://support.xbox.com/contact-us

When you ask why is this a feature, are you asking about the Home setting itself or the limit?
