    There might be an issue with the credit card and maybe switching it and try again or hold the power button for 30 second and then try again.

    If you are trying to claim the game on anything other than a xbox 360 then you will need a payment option linked to your account like a credit/debit card.

    Are you certain your Xbox gold/Ultimate is up to date? Check your subscriptions in settings to verify your subscription hasnt lapsed.
