Why can I not play MWlll

So my brother had purchased MWlll on his account and I understand that whatever game is purchased on one account can be played on the other when sharing a console. I just don’t understand how he has access to campaign and multiplar but not me when eveything that has to be downloaded for the game itself is all downloaded.
