Why can I download 360 games I own digitally on my xbox one but not on my xbox 360

Keep in mind blackops specifically is region locked language locked and console region locked

If you aren't matching all three conditions that would be why

Xbox one consoles are region free but the same rules apply regardless to xbox 360 games

If you didn't buy it on 360 it won't show up

I actually owned and played the game of my 360 but unable to download it to the xbox one. I can provide screen shots from my 360..

Just bought the Xbox One S All-Digital Edition, which does not have a disc drive.

I have a few games that i installed from disc to my Xbox 360, can i now download these onto my new Xbox One, rather than re-purchase them?

I'm not sure you'd be able to play those old 360 titles on your All-Digital Edition Xbox One, unless you own a digital licence for a game, I think it uses the disc to prove ownership.
