Why aren't vulgar and offensive accounts banned on XBL?

I've been trying for months to get something done about this account in particular. Why does Microsoft allow people to harass and further stigmatize people with autism? I have found an excessive amount of these profiles utilizing names which are disgraceful
to the entirety of the human race. Then we come this account's profile picture. It is in no way shape or form funny and is most certainly not an accurate representation of people with ASD. I have a young daughter with SEVERE ASD and I promise you that she
is just like any of us, just with a few extra social quirks. [Mod removed -inappropriate]
THIS NEEDS TO BE TAKEN CARE OF NOW!! I WILL JUST STOP BUYING AND USING XBL IF SOMEONE CANT GET OFF THEIR LAZY

Thanks for coming to the forums. We understand the frustration and sympathize with you. The best thing to do is when you see these profiles is report them. You can view the
enforcement website for further information. Also please be aware of the

forum guidelines when you create posts. AS stated by others best is to ignore, report, and block them.

It's been 3 months I'm done reporting I'm taking this straight to the top. I'll email Mr. Gates himself if I need to. I'm done with the laziness of xbox enforcement.

Keep reporting those accounts that have an offensive name.

Enforcements aren't always at the same time as the offense...some offenses warrant further investigation so the Enforcement could be weeks after the actual offense, hence why it looks like you were banned whilst suspended

If people are following the XBL Terms of Service and Code of Conduct then they would have absolutely nothing to worry about in the way of suspensions or bans. Depending on the offense that was committed many account are permanently
banned from XBL with no appeal. You can however find out why if you post in the appropriate forum, Support Forum #14. It is moderated so your post will not show immediately and it may take up to 24 hours for a response. The people in that forum are the only
ones who have access to that information.
