White box popup appears when clicking on OneDrive icon

Based on the description you provided, the icon you are seeing is the icon for "Microsoft OneDrive" which is a cloud storage service provided by Microsoft. The two circling arrows indicate that OneDrive is currently syncing files to the cloud, and the red slash on top of the arrows indicates that there might be some syncing issues.

To turn off the OneDrive syncing, you can try the following steps:

Right-click on the OneDrive icon in the system tray (the area on the right side of the taskbar) and select "Settings".

In the "Account" tab, click on "Unlink OneDrive" and follow the prompts to confirm the action.

Alternatively, you can also temporarily pause the syncing by clicking on "Pause syncing" from the same right-click menu on the OneDrive icon.

When I click that check box (After entering e-mail, password), it processes the information for a few seconds (the circular loading icon appears), and then a popup appears saying. "Sorry, there is a problem with your account. Please try again later." with
error code #831188FE. When this happens, I cannot get online at all. Then I am off to restart the deleting, cache clearing, and other such troubleshooting steps before it may or may not work again

Getting online is very hit or miss. My hit to miss ratio is sadness, actually, to quote Gaige from Borderlands 2.

If the above steps don't fix the issue, you can try resetting the OneDrive app on your PC. This process will erase your existing OneDrive settings and ask you to sign in again. To do so, follow these steps:

Right-click the OneDrive icon in the system tray and select "Settings."
In the "Settings" tab, click "Reset" and follow the instructions that appear.

If none of the above solutions work, you can try uninstalling and then reinstalling OneDrive on your PC. To do so, follow these steps:

Go to "Settings" in Windows and select "Applications."
Look for "Microsoft OneDrive" in the list of installed applications.
Click "Microsoft OneDrive" and select "Uninstall."
Restart your PC and then download and install the latest version of OneDrive from the official Microsoft website.

I believe you might have satilite internet.... Hughesnet? modem HT1000? thats where this error is seent the most.

For "some xbox live content is temporarily unavailable; Status Code 80072746" try these steps.

1.Go to www.systemcontrolcenter.com

2.To the right of System Information you will see an italics "i" in white, with a slightly off-white white around it - very to see this icon, but click that.

3.(Another way to see the icon because it is almost invisible is to crtl+a and that way it highlights the icon)

4.Click on Web Acceleration.

5.Click Control.

6.Place a check in the "Disable Web Acceleration" box.

7.Click Submit.

For customers who are trying to access the marketplace or dashboard and get the error "some xbox live content is temporarily unavailable; Status Code 80072746" try these steps.

If you are not able to find Web Acceleration, make sure you are using IE 6.0, Netscape 6.2, Firefox 1.0 or newer. If none of these are an option, an ISP technician may be able to remotely disable it.
