Select “Don’t send any promotional emails or newsletters” > click save

After that wait a while (48 hours just in case), go back to the same page and enable the desired promotional emails that you want to receive

Recover your email or speak to customer support about changing email addresses is your only real option.

I am having the exact same issue, but to my knowledge everything on my xbox one is up-to-date. I made my regular email the primary, and also deleted the old one and now my system will not recognize that the email has changed, nor will it allow me access
to any area where I can change the Microsoft account's email to the new one I have chosen.
