When will Philippines have a games pass for CONSOLE not pc?

If consoles are not sold officially in your country, services are also not available. Microsoft does not have the legal right to sell you these things.

The Philippines is not a supported country for Xbox consoles. Please check it here:

While it is a supported country for "Xbox games", you might have issues playing online games on your console.

But answering your main question, credit or debit cards are accepted as a payment option on the Microsoft/Xbox store pretty much in all countries.
