Ok, so firstly you should be able to just plug in the mouse/keyboard USB and use it (if they are supported) you shouln't need an adapter to use mouse and keyboard on Xbox One since mouse and keyboard support has been added.

Secondly I'm not aware of black ops 4 supporting mouse and keyboard use on console, so if the developers have not enabled mouse and keyboard support on Xbox One, then using an adapter to be able to use your mouse and keyboard will be considered cheating.

Keyboard and mouse for gameplay are not supported by the 360. Adapters are prohibited as per the Terms of Use.

It would actually be completely unfair to use a mouse and keyboard against controller users. I had the Fragjoy keyboard and mouse adapter for the original Xbox. I collected dust because I played Halo 2 with it and was ungodly unfair to everyone else. I
was no scope headshotting across the map and was ending up with a 10-1 KD ratio, without any trying. I was a PC FPS gamer before so I was already very adept at using it but really it's cheating.
