When live is down games don't work?

I understand I can't sign in, but I cannot even select my game from my home screen. It makes the noise when I hit "A" on it but does not load the game, does not load anything from my home screen. Is this normal when Live is down? Can't even play offline?

Online games when Xbox live is down.

Bear with me this is a little hard to explain. On my PS4 if psn is down I am automatically logged in offline but can still use internet. Yesterday’s Xbox live outage had me lookin for a way to do the same. I found the offline option but the problem is it
doesn’t let me use internet, and I can’t login if it isn’t activated when Xbox live is down. For games like fortnite that has its own servers it runs on or something like that and it doesn’t require you have Xbox live or psn, is there any way I can login to
my Xbox account while Xbox live is down and still use internet for games like this?

You need to switch your console to offline in the settings. Then you should be able to play your games even if xbl is down. But only if your Xbox is set as home console.

Destiny is an online-only game. It won't work when Xbox Live is down.

Settings - Network - Go offline. That puts the console into offline mode, then you can sign in and play your games. If you don't do that, then as far as games are concerned, you're connected to Live, so of course when Live is down then things don't work
as intended.

To go back online you just go back into Settings - Network and choose "Go online".
