This error message is a known issue with the Xbox App and COD HQ.

Try opening the Task Manager and in the Processes tab, search for NahimicService.exe right-click and click "End task". Then restart the Xbox App and try to launch COD HQ again.

Having the same issue with multiple games (Call of Duty and RYSE). In Call of Duty it was crashing from the menus and in RYSE it crashed during gameplay.
