    there is no process or requirement to announce anything, they just call Xbox or fill out a form or something similar and the game is removed exactly the same as you would do to have it added

    None of these things are public

    Games that are delisted are usually done so due to expiring licenses

    Microsoft publish the game, but that was 15 years ago, and their publishing contract may have expired, which would be a likely explanation for the delisting.

    Your best bet is to go find a disc

    Unfortunately a lot of those games were never made available for purchase digitally or they were delisted for various reasons. The publishers/developers would need to add them back.
