I think I was misunderstood - I don't ask how to develop, but what kind of licences for Microsoft Account and XBox account do I need.

I am not sure if I should ask for help in 365 section - the question is all about XBox application (even though it's rather about Windows platform).

The workaround for problem described in my first post is to buy Flight Simulator on Steam, but I still need Microsoft Account - I think I can't bypass that section...

Just wondering if usage of Microsoft Account for MS Flight Sim 2020 does not violate any TOS. I think not, since there are many companies that release many plugins or planes for that game.
