What exactly does resetting your xbox, but keeping your games and apps, actually do?

It basically cleans up the Xbox of any data that may be corrupt. This includes the settings that you made for yourself, and your profile too. All your achievements and multiplayer data is kept as all that is saved to the cloud, and stored on your account.

When you reset your Xbox, you have the option to keep your games and apps or remove them as well. You can redownload them if you decide to remove them. Just make sure you remember your email and password that you use for your Xbox account, otherwise you
won't be able to re log back in on Xbox Live.

So actually what you have to do is go to settings and delete your account from your xbox ( don’t worry it will keep all your data) then go to settings also reset games and apps the restart your xbox and then it should work!

Does the issue happen to any wireless network you try to connect your console?

Try to power cycle your console. Press and hold the Xbox power button for 10 sec until it turns off. Unplug the power supply for 30 sec. Plug it back in and turn it on again.

Do the same with your router. Unplug it from the power source for at least 5 minutes before turning it back on.

If that doesn't work, try to perform a factory reset to remove potentially corrupted data on your console. There's an option to keep your games and apps.
Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
On the Reset your console? Please choose “Reset and keep my games & apps”

Remove your Xbox account, check Xbox Live Status and If It does not work you should do a factory reset in your Xbox but keep all games and apps
