No i am NOT sending it to repair for a laser thing the laser needs to be moved so thats what im doing im not sending it to xbox

We can try to isolate the problem even more before concluding a hardware issue. For this please tell me:

What did you tried so far to fix this?
To avoid giving you the same troubleshooting steps
Did you tried using a completely different Wi-Fi network?
And just to confirm, are you using an insider build / beta OS in your console?

Unfortunately there is no way to use the console 100% offline.

Okay, I think that the last option and in case you didn't try it, is perform an offline update for your console. In that way Xbox system will be installed from scratch.
