What about keyboard/mouse on unauthorized games ?

You should never use unauthorized software or hardware to play games that do not use a mouse or keyboard.

1. If it's multiplayer, it's unfair on the gamers that use a controller.
2. If the game does not allow keyboard & mouse, then you may get suspended or banned for using unauthorized software or hardware to use a mouse & keyboard.

It's classed as cheating if the m/k isn't allowed so they'd be suspended or have a consequence. Report them both in game and through xbox

Just report the players that use it and the enforcement team will investigate those unofficial solutions
