At this moment there are some server issues (see:
https://support.xbox.com/xbox-live-status) which can cause these symptoms.

For now you can do a full power cycle, hopefully that will work.

To do a full power cycle you can use the steps from this xbox support page.

Restart or Power Cycle Xbox One Console

Seems the issue should be fixed try logging in if not hold the systems xbox button down for a 10 second cold reboot. Worked for me
