VPN and Code Redeem

If a person uses a VPN to redeem a code from another country, is that against Xbox rules or terms of service? You bought a code in one region but attempting to redeem it in a different region. I have looked at Microsoft's and Xbox terms of service and I did not see anything that specifically mentions VPN or circumventing the rules. Any information you can provide would be appreciated. Thank you

Yes it violates the rules and can be considered marketplace theft. It's covered in the Community Standards:

are you using a VPN? Have you ever redeemed a code for game pass?

Unfortunately for you, since you used a VPN to redeem the code you would not get a refund since they don't refund codes that have been redeemed. You could have gotten the refund if you had not done the work around to redeem the code.
