VPN and Code Redeem

Not sure how this works, but if a person uses a VPN to redeem a code from another country is that against Xbox rules??? Like you brought a code but its in a different region. I have searched the Enforcement site and all I could find was "Try to circumvent regional content restrictions". Would that be the same thing?

Yes it violates the rules and can be considered marketplace theft. It's covered in the Community Standards:

are you using a VPN? Have you ever redeemed a code for game pass?

Unfortunately for you, since you used a VPN to redeem the code you would not get a refund since they don't refund codes that have been redeemed. You could have gotten the refund if you had not done the work around to redeem the code.
