VIP star ranking isn't changing

You can earn Xbox Live Rewards Credit in two ways:

1. By finishing the offers located on the MyMissions page at
https://rewards.xbox.com/mymissions/ .

-or-

2. For non-offer purchases, you can earn Credits by earning a one star MyVIP level through purchasing at least $300 USD or regional equivalent of eligible content. After you receive your first star you will begin to earn a percentage of your eligible purchases
back as payback Rewards Credit. Pre-orders, in-game consumables, and subscriptions are not eligible for MyVIP.

In September 2014 we changed to the MyVIP policy. As a result, payback based off Gamerscore (MyAchievements) was discontinued. Also, as of July 2014, we do not award Credits for Xbox Live Gold renewals. MyVIP has a recalibration every year. At the end of
the year, we place you in your MyVIP rank for the new year based off your eligible spending from the previous year, and set your progress to the default state. This happened in September 2015 and December 2016. Since you are a zero star member, you do not
get payback Credits on your purchases. You can check your current MyVIP level/progress at (https://rewards.xbox.com/myrewards/).

On this MyRewards page, you will also have a MyStatement section that will show all your past Credit and Deposit events. Since your last deposit event occurred in 2014, if that currency has not been used, they would have expired at this point. Promotional
currency expires from your Microsoft Account one year after being deposited.

I'm having the same problem; all of a sudden my VIP rank went from 66% of the way to 5 stars as a 4-star, to 91% of the way to 4 stars as a 3-star.

Preorders are not eligible for VIP.

There was an issue with our data source that caused an unforeseen delay in purchase information. Unfortunately, this caused us to receive purchase data on the 28th behind schedule, and they were not included in our VIP Boost calculations. We have since fixed
this issue, and can confirm your successful promotion! Apologies for the inconvenience.

Regarding your account, there was a small glitch this morning in our morning maintenance that caused user profiles to not load. This caused the webpage to load a empty profile. Apologies for the confusion. We have also solved this issue. To be clear, this
was only a issue on the webpage; your data on our servers was unaffected.

MyVIP is recalibrated every year. From our FAQ:

Will my Star Rank change from year to year?

In September 2015, a year after we first launched MyVIP, we re-evaluated the program and made adjustments where necessary. In order to respond to our growing membership numbers and expanded regions, we adjusted the levels of MyVIP to better focus on offering
additional monthly missions and other ways to earn for more members around the globe.

Based on community feedback from our members, there was some confusion about when and how MyVIP would be recalibrated on a yearly basis. In order to simplify and streamline the process, and to let you know exactly how much time you have to build your rank,
moving forward we will recalibrate your Star Rank progress based on the calendar year. That means you currently have until December 31, 2017 to boost your starting 2018 MyVIP Star Rank, which will be based on your overall spend between January 1 to December
31, 2017.

In the future, we will consistently recalibrate your MyVIP Star Rank based on your calendar year spend from January 1 to December 31. We are also focused on adding even more ways to Reward our most loyal VIP members with additional special offers and VIP
