    Can an official xbox transfer cable be able to transfer data from a dead xbox 360 HDD to a new one?

    Yes, you should be able to update the console without having an account signed in to it. It will prompt you immediately, so if you don't have auto sign in enabled, it won't even ask.

    not sure if you can if the drive is dead it may not A: be detectible, or B: able to transfer to the new drive, all I can say is give it a shot ya got nothing to loose.

    If the drive itself is dead, then no. If the drive is functional and the Xbox it was pulled from is dead, then probably yes as long as it wasn't corrupted or damaged.

    If the drive itself is dead, then no. If the drive is functional and the Xbox it was pulled from is dead, then probably yes as long as it wasn't corrupted or damaged.

    Since the pop-up didn't come out, try a different USB port as OptimusMegamus suggested

    If all fails, let Xbox Support know about this issue as it might be a bug.

    My personal advice is that you use a 16GB USB Flash Drive to transfer content from your old console to the new one, not as handy as the transfer cable, but still does the job.

    As you've said there should be a pop-up when you have it connected to the new console with the old HDD.

    Have you tried the rear USB ports?

    If you have then maybe the cable is damaged in some way to which I suggest you either contact Microsoft or the retailer in which it was bought from & try to get a replacement.
