I assume you have Game Pass Ultimate already on your primary account. If that's the case, make sure your console is set as that account's home Xbox, then create a secondary gamertag to use on the console. Use the primary account on the PC and the secondary account on the console.

Doing it that way means you don't have to spend any extra money at all, given that the game is part of Game Pass on console and PC, and you only need to pay to play online on console, so the benefits of your existing Ultimate sub can be shared with the secondary gamertag on your Xbox.

This is possible, however, for a better experience. It is suggested that you use the account that owns the game on PC, and the one that doesn’t, on Xbox.

So, on Xbox, all you need to do is enable “Home Xbox” via Settings > Personalization.
This needs to be done on the account that owns the game.

In case you want to use a different account on PC, you can try the following, but please be aware that may not work:

Open the Microsoft Store and sign in with the account that owns the game.
Then go to the Microsoft Store Settings and enable “offline permissions”.

Now, open the Xbox PC app and sign in with the account you want to use to play the game once you have downloaded it, and verify.

I've just tested this myself with Gears of War 3 saves on my XBOX 360 Hard Drive and a USB Flash Drive plugged in that I moved the RAAM's Shadow DLC onto and I selected my hard drive as my primary selection, it loaded the gamer profile and saves from the
hard drive and when I went to start RAAM's Shadow it loaded the DLC from the USB Flash Drive just fine. I then removed the USB Flash Drive, it prompted me that the game had to restart because downloadable content was removed (thus proving this will work )

So, in short it's fine that your saves are on the hard drive and the DLC your using is on the flash drive, it will work fine.

Yes. When it asks which storage device you want to use it's asking which storage device you want your save on. Since your game save is on the hard drive you would choose that. The game will still read the DLC from the flash drive.
