    While playing Snow Runner on PC when I try to go into Mods it keeps telling me User Generated Content is not enabled... I have an adult account and You can see and upload community creations is set to everyone nor do I have any restrictions for online safety.

    If you're playing the game pass / Microsoft store version, the option to use mods are not available for this game (and basically most of the game pass games)

    This is due to these folders are blocked and can't be modified by default

    On the console, go to your profile and to your Privacy Settings. There should be an option for member content. Just change it to everyone.

    If its stuff created in forge then i don't know. But if you modded something. like a file for a certain thing then it wont let you play.
