USB port won't shut off external USB fan agree unit shut off

I have plugged in a external USB 120 mm fan into my entertainment Center so my doors can remained shut while my xbox 360S is on. My problem is that the fan works great connected but when I turn my unit off the USB port still supplies power and stays on.
I have an PS3 for bluray disc that I did the same thing to and works flawless meaning when turned off the fan powers off and when turned on the fan powers on with the unit.

So my question is. .. is there a way too get my 360 to shut the USB ports off when the unit is off?

Yep, I have it set to power off the HD when console shuts off. When its in fast boot turned off the HD turns off with it. Its when I wanna fully shutdown the rear USB ports seem to keep supplying power which makes the HD And Xbox communicate and the xbox turns back on. The front USB port doesn't. I can fully shutdown with the front USB port.

I tried that power cycle it didn't work my external he'd still coming on then off. I even tried putting it in the other usb port on back of console still does same thing in both usb ports. Now my external hdd won't go off it's staying on even when console
off
