Upload privacy

Is it meant to look like this? The "Privacy at Microsoft" and "Privacy & online safety" opens the same window again.

Some privacy settings stop this sometimes just uploading it to your one drive another way to edit it. Have you tried uploading it to your onedrive?

The exact privacy setting to enable user generated content is:

“You can see and upload community creations” - set to “Everybody” This option is under “Game content” - Xbox live privacy.

I've tried this so many ways and it always takes me back to the same page.

In your Microsoft account (under privacy) if you scroll right down to the bottom (under other privacy settings) there is an link to the page I showed.
