Upload App Issues

I originally posted this in the "Upload Studio will not open" thread but figured this is a bit different, being the Upload app itself:

I've been having issues with the Upload app recently. When I open the app or select a "recently recorded" DVR off of my friends feed, the screen will simply remain black and I won't be able to see the video. I'll be able to hear it but no image will appear.
If I then go to the Upload home page, all of the video tiles and images fail to load and I simply see a bunch of the little spiral loading circles. There's some sort of issue with the app not loading the data properly or something.

I've had mixed results with hard resets on the console; it's worked a few times but most recently did not. I also can't uninstall and reinstall the app as it's one of the One's native apps that can't be removed or modified.

Has anyone else been having issues with Upload lately?

Also I tried to re install the upload app and it worked temporarily but the issues returned

 

GameDVR / photos not posting to live feed anymore

according to page:
https://support.xbox.com/en-US/xbox-one/system/capture-screenshots there should also be an option to upload my saved clips and photos from the upload app.. not there either:

There's some serious issues going on here..
