Even if your ISP tells you everything is fine, it might be that your provider is "secretly" throttling traffic from high-bandwidth sources like video streaming or software distribution sites.

Some ISPs do that to cut costs, but don't tell their customers about that (of course not, as the customers would then pay less for their slowed down connection).

You could try to start an update process on the console, and then at the same time do a speedtest on your PC to a well known Speedtest site (e.g.
https://speedtest.net)

If such a throttling ISP detects you are actually testing their speed, they temporarily put you on the "fast lane", so they can say "See, how speedtest tells you how incredibly fast we are", just to throttle you again after the test is over.

Also, if your console is connected via WiFi, try an ethernet cord just for testing purposes. Maybe active interference from surrounding wireless devices slow down the transfer, or passive interference from your WiFi reflecting off metal parts in your house
cause slow transfer speeds to your console.

Everything else runs fine.

It is because of your internet speed, the slower your internet speed is, the more longer it will take.

There is no correlation between boosting your network speeds regardless of being sign into your account or not. This is all dependent upon your actual network speed [download and upload speed].

Have been through my internet provided and there end is fine.

have talked to a xbox network tech support person and they assure me everything is fine.

yet i still only get a maximum speed of 4.6 Mbps, doesn’t matter what game.
