Unexpexted account locked

Hello
Who know about such issue: my brother was unexpectedly blocked. 3 days before he don't any problem with it. Blocked appears after he receive something which don't check and entered from new device. What he need to do he already send compliance to support but don't receive any answer from support. It was strange because he didn't play in games fro few weeks. And payment for gamepass was taken from him. But he can access his account in Teams, Xbox gamepass, in outlook.

He see this:
Your account has been locked We've detected some activity that violates our Microsoft Services Agreement and have locked your account. How to appeal this and unlock your account Look for the username at the top of this notice. You'll need it. Then go to https://aka.ms/compliancelock

Unfortunetaly, the only team who can help with this are the complience team. When submitting the request via the form, it can take time for them to respond to your case. Please can you tell me if you have completed this form: Microsoft locked account review form

I've had some fun times with smoke, especially when I got kills with it. One time I was laying down some smoke at an m-com and someone on the other team ran pass me right when I shot one off. Unexpected kill for me and definitely an unexpexted death for
that guy, lol.

Please try the steps below:

To unblock your windows live id follow these steps
Go to accounts.live.com and sign in.
Select continue when it says your account has been blocked.
Go to the email address shown and check the email.
Get the code from the email, and put the code where its appropriate.
Your account is now unblocked.
