Try these steps to request a call back. If they do not work what region are you in?

When you go to
Contact Us to get it to request a callback follow these steps:

• Step 1 ----select Xbox One
• Step 2 ----select see more options then subscription changes
• Step 3-----select show contact options
  
• Step 4 ----select request a call from support

Once they call explain the issue and they will be able to help you. Note that these options regularly change so just keep selecting something that gives request a call from support as a contact option.

Zero: No I didn't buy the game on his account, he was the one that purchased the game while using my account by mistake. I already have a copy of Euro Fishing that was purchased on my side buying account. I bought a month of gold for $1 and Monopoly Plus.

XBF George: I did a refund request 2 times for Forza Horizon 3 Premium Ed. with all the DLC got a message saying that it doesn't qualify for refund or something like that. both games show up in my purchase history along with the Monopoly Game which works
perfectly. The $15 in Microsoft Currency doesn't work when I try and use it alone or with my PayPal I am told the purchase is denied.

Thanks for reaching out to us here on the forums with this situation. I recommend you try
Submitting a Refund Request form for the billing issues you're describing. If the request gets denied then you should reply back to the billing representative that answered your refund request
form. Also when if you are unable to play the games that have been purchased it may be because of the dispute being filed Microsoft will revoke the licenses of the games if the funds get pulled back to the purchaser. Take a look in your
Microsoft Account Order history and see the status of these transactions.

By chance did you buy the games on your friends account by mistake?

Thanks for the advice from everybody, I have tried contacting support again and I am still getting the same error message and told to try again later. Thank you all for the advice and help.

I looked at my purchase history and both games were purchased and no refunds were issued on them, which is ok since it means that the games are not working due to errors on the games license or something like that, which is why I am being asked to repurchase
them when I try and do anything with them. I reset my paypal and console password to make sure that the issue would not happen again. Since I am not able to get in contact with support through chat or request callback I have tried all the troubleshooting steps
I know and have researched my issue as much as possible. Sadly I still am having the same issue but wont give up. I have had progress where I am able to fill out my issue in a request call back but when I submit the request it doesn't go through and in the
tips section it says that "I will get the number and have to call them" and so it looks like its not a call back, I had hoped that since the request was still going through that it would end up that it was going through while showing it was still loading on
my end and I would get a call I had multiple times where I let it continue to load between 1-8 hours and never received a call back so I guess that didn't work but that's ok it just means that I can continue trying to find new ways. I have the number for
MS CS where I read I could get a transfer after going through several transfers. (Know I have the correct number for it since I tried calling but was on hold for the XBOX CS division for 3 hours and then was told it was closed now and got DC.)

I have also contacted PayPal since I changed my password and updated security on it to change my info, I was told to file a dispute on the charge and use a one time per year offer to force a refund on the games that I am having issues with.

Lastly I do have happy news, I am happy to report that the other games and items I have purchased on the XBOX ONE, XBOX 360, and PC are all working perfect. All were purchased using this profile and the only 2 (Forza Horizon 3 complete with all DLC, and
Euro Fishing which was purchased when it was being looked at. I looked on the Euro Fishing site and called them directly since our company worked on the game and the new Fishing Sim Game that was released.) that are not working and asking for me to repurchase
(I say asking because when I try to play or click on them I am taken to the XBOX Store for the games and it shows that the game is installed but still has the but option rather than either taking me to the game in my games section or auto starting the game.
It also still shows purchase as gift as well.)

If anybody has any advice, I am not able to use the $15 that I have on my account when I try I am not able to make the purchase until I use just the PP.
