Unable to upload a custom gamerpic?

Greetings.

I have for some reason been unable to upload any custom gamerpics? but when i tried with the normal pictures that Xbox provides i was able to, and any help i have looked up online have sadly not been to any help...

I have now tried to fix it for an entire day without really getting anywhere? does anybody have tips and tricks i could try out to fix it?

I don't know what to do it keeps telling me that I am unable to upload a custom profile pic

When using the app to change my gamerpic to a custom picture I get that "Because of your past behavior you cant upload custom images" Checking Enforcement United and it shows me green across the board, never banned, never warned, even using a custom image
now that has been up for a while. Anyone know if this is a bug?

Edit--

So after a closing the app and signing out and back in, I am able to edit my picture, seems as if this actually was a bug.

 

The app allows it. Also you can use a USB.

 

It does not work either....i have tried the app, the USB, i have tried to log off my account on the xbox and log on again yet still nothing?

 

I have pretty much tried everything at this point all from the app, the usb, logging out of my account and logging in again as some sites said? i just can't get it to work
