Have you tried doing an offline install of your disc based games?

did you use the ethernet cable?

Strange, so you had the same issue and fixed without doing nothing.

I would contact Xbox support to know if they had an incidence similar to this one.

Hey there Captain Ages,

Thanks for reaching out to the Forums for advice on how to hopefully get your console to act as it should and download/ install your games. I can totally understand how this could be pretty confusing a situation to be in and a distressing one to have to
deal with. I can see that you have done quite a lot already, but I suggest Settings> Devices and Streaming> Blu-ray> persistent storage in the Xbox One Guide and clearing that three times. Once
that has been done, go to Settings> General> Network Settings> Advanced Settings> Alternate MAC address, clearing that and letting your console restart as a quick troubleshooting step to see if that helps.

Another thing you can do is try to install something while connected to another network if possible.
