im unable to change payment options or add payments always telling me to try later or service unavailable i have money was in special promo and was being charged until the 7th then was playing on the 12th tried yesterday and nothing works cant even play
netflix i have a useless Xbox 1 X right now

Having no ability to change payment methods hardly renders console useless.

It's not clear if you're using console or pc to attempt, so as others have suggested, try Account website

Next, check that live service is having no issues, which can be done Here as I know that there have been a few issues with purchases in the last few days.

Have you tried by using the website:Microsoft account? Did you get any error message?

Try remove and than add your account on the console. If that not works try power cycle. Hold an x on your console for 10 sec untill powered down. Unplug power cord for 5 minutes. Plug it back in and start up console on the same x button. Or with controler.
If that not helps try factory reset with option keep my games and apps. And final solution is to contact support.
