unable to uninstall, install or update a game

First, welcome to the Xbox community. Given the problem you are having, I suggest you try the solution below, please.

Restart your PC
Make all updates that are available in windows update
Search the term ''WSRESET'' in the Windows search bar
Run the command as administrator
Wait for the window to open to close automatically

Go to Settings>Apps>Apps & Features>Search for Xbox App>Click on it>Advanced Options

Click terminate>Reset>Repair.
Restart your PC

Open the services by searching the term ''services'' in the Windows search bar and make sure all the services below are running.

Windows Biometric Service
Windows License Manager Services
Windows Management Instrumentation
Windows Management Service
Windows Modules Installer
Xbox Accessory Management
Xbox Live Auth Manager
Xbox Live Game Save
Xbox Live Networking Service

Unfortunately none of that worked but what did work was creating a new local admin account, signing into xbox on there and installing the game from that profile. During the download I switched back to my main account and it was working.

So you're unable to uninstall the game? That sounds like a Windows issue, I'd suggest you check for and install any available updates to Windows and the game, then contact Windows Support if it still doesn't work.

I’m currently having the same problem. I tried to update call of duty modern warfare, but it refuses to update. I canceled the update and uninstall the entire game, I am even went as far as to factory reset my Xbox. But to no prevail I am unable to install
call of duty modern warfare.

The only reports I've heard about games on pc game pass is unable to download the game, have you tried to uninstall and install again?
